The engine's complete scope, auditable without running code. Each rule derives its level — impact_to_level(max(impact)) over the four NDMO dimensions — it never stores one. Assurance is a hand-assigned match-strength heuristic used for gating, neither a probability nor calibrated confidence. A field matching none of these strings receives no candidate level, which is why coverage, not precision, is the binding limit.
